In 2007, the Department faced an aging and highly heterogeneous telephone infrastructure. A central system managed around 3,000 employees, while the remaining 4,000 were distributed across local PBXs, one per site. This setup led to:
- Significant hardware obsolescence
- Complex management of technical skills
- High maintenance costs
- Limited flexibility to adapt to evolving needs

A master plan was developed to modernize the entire telephony system. After approval by General Management and the launch of a public procurement process, the OmniPCX Enterprise solution from Alcatel-Lucent Enterprise was selected. The project was entrusted to Hexatel, a systems integrator recognized for its expertise in ToIP migration.
The deployment spanned approximately ten years, with a gradual migration plan covering several hundred sites. In 2016, the scope expanded to include 130 middle schools, bringing the total number of sites to over 400.
